
Eliza J. McArthur

McArthur has devoted her practice of more than 30 years exclusively to the representation of school districts with emphasis on special education and disability law, including student rights and responsibilities, student misconduct issues and student discipline matters. Ms. McArthur represents school districts in administrative hearings, federal district and appellate courts. She provides consultation and advice on an ongoing basis to school districts throughout the country.
Ms. McArthur is an experienced lecturer having conducted numerous presentations for special education professionals in the areas of Individuals with Disabilities Education Act, Section 504 of the Rehabilitation Act of 1973, and the ADA throughout the nation. She has co-authored numerous articles and books on the subject of special education law, including, Understanding Special Education Law Volume II and Understanding Special Education Volume III, has been a presenter at various special education related conferences, and an invited speaker by school districts and mediators and administrative law judges in several states. Ms. McArthur brings to McArthur & Levin and its clients a wealth of expertise combined with a uniquely objective approach to dispute resolution and litigation in order to best serve and protect the interests of her clients.
Ms. McArthur received her Juris Doctorate degree from Yeshiva University, Benjamin N. Cardozo School of Law in New York City in 1989, and received her Bachelor of Arts degree in Philosophy from Hunter College, City University of New York, in 1985, where she graduated magna cum laude and a member of the Special Honors Curriculum. Ms. McArthur is a member of the American Bar Association, the Santa Clara County Bar Association, California Advisory Commission on Special Education, the Northern School Law Section of the Office of County Counsel, and the California Council of School Attorneys. Ms. McArthur is fond of museums having worked for the MET in her college years.
